Buying with, or transferring, a tourist licence
In Andalucía, a dwelling used for tourist lets is entered in the Tourism Register (RTA). This is a registration, not a property licence that guarantees a buyer an unrestricted right to continue the activity after a sale. A buyer who intends to continue the activity must make the prescribed change-of-holder communication and separately verify that the activity is permitted and that all applicable requirements are met.
The administrative step
The official FAQ of the Junta de Andalucía answers the question of someone who has bought an already-registered dwelling: the new holder must report the change of holder using the Communication form on the Junta's online office. The FAQ says to enter the new holder's details in section 1, tick "Titularidad" in section 5, give the RTA number in the same section, and state the operating periods. An updated simple land-registry extract (nota simple) must also be attached.

Filing it does not by itself guarantee that the tourist activity can continue.
What a buyer should check
- the situation of the community of owners, including whether express approval is needed where applicable (see the guide on community restrictions), the statutes and the minutes;
- the registration and its status, and the operating periods;
- the identity of the future holder or operator;
- planning compatibility and municipal requirements;
- all other requirements in force.
